The POLIS project is currently being implemented as a pilot program in Plzeň (Plzeň Region), Ústí nad Labem and Bílina (both in the Ústí nad Labem Region). All three cities are in the north-western part of the Czech Republic where living standards are comparatively low.
An analysis was compiled which reflects conditions in each of the three cities and also offers a comparison between them. Due to the fact that social exclusion has yet to be defined as a statistical variable in its own right, current data related directly to socially excluded people in the Czech Republic does not exist. Because there are currently no quantifiable indicators of social exclusion, it is only possible to work with the limited information available on factors such as unemployment rates, long-term unemployment rates, access to social services, housing and education. The analysis points to a complex and multifaceted link between these factors and social exclusion, but not enough research has been done to draw formal conclusions. However, the analysis did determine that certain groups of foreigners are quite vulnerable to social exclusion and their concentration in a city or region can be a significant factor in the issue.
